Quinn Bill Reduction Update

Letter from Commissioner Davis on the Quinn Bill Reduction

 Dear Quinn Bill Recipient: 

The City of Boston has received the Quinn Bill reimbursement from the State for FY2009.  The State’s reimbursement should have been $10.9 million dollars but instead was only $1.9 million dollars.  Consequently, that portion of police officers’ Quinn Bill payments that is supposed to be funded by the State will be reduced.  The City will continue to pay its fifty percent (50%) share of the Quinn Bill benefit.    In total, the combination of the City’s payment and the State’s payment mean that the Quinn Bill benefit will be reduced from its current level of full funding down to a 58.7% funding level.

Be mindful of the handcuff "rip" tactic by violent offenders

Since 2007, at least five police officers have been killed or seriously wounded while handcuffing — in some cases after getting one handcuff on the violator. The offenders “rip” or pull the handcuffed arm away suddenly after cooperating with the officer and then draw a concealed firearm and shoot the officer. It should be noted that in every case that this has occurred the offender was being placed into custody for a minor offense.

Court limits warrantless searches

WASHINGTON — The Supreme Court ruled Tuesday that police need a warrant to search the vehicle of someone they have arrested if the person is locked up in a patrol cruiser and poses no safety threat to officers.

The court's 5-4 decision puts new limits on the ability of police to search a vehicle immediately after the arrest of a suspect.
